I used to have a similar device that was for both vegetables and rice and I found it lacking for rice - it never did a good job. If you really want a rice cooker, I suggest a good made-in-China model - they work really well and come in a wide variety of sizes.

However, I have a great stove-top method for rice that I learned at a restaurant: Use a significantly larger pot with lots of water, boil the rice until it's done and strain it in a colander. I know it's counter-intuitive to how the rest of the world traditionally prepares rice (exact amounts of rice and water, don't touch it until it's done), however, it works like a charm.
