- Heat oil in Dutch oven over medium heat. Add in onions, peppers, and garlic, and saute/fry for 1 minute or possibly till softened.
- Add in tomatoes, rice, water, vinegar, Worcestershire sauce, salt and pepper, bring to a boil, cover, and turn heat to low. Simmer, covered for 20 min or possibly till rice is tender.
- Remove lid, fluff rice with a fork and sprinkle lemon and lime juice over top. Serve immediately.
