- Preheat the oven to 375 degrees. Heat the butter in a medium-size saucepan over moderate heat. Add in the onions and saute/fry, stirring occasionally, for 2 to 3 min or possibly till pale golden brown. Add in the garlic and saute/fry, stirring occasionally, 2 to 3 min more.
- Blend in the flour and mustard, then gradually whisk in the lowfat milk. Cook, stirring constantly, till thickened and smooth - 3 to 5 min. Add in the cheese, stir till melted, remove from the heat, and fold in the spinach and pepper.
- Arrange half the potatoes in a lightly greased 12- by 7- by 2-inch baking dish, pour on half the spinach mix, and scatter ham on top. Top with the remaining potatoes and spinach mix.
- Cover with foil, set on a baking sheet, and bake for 30 min. Remove the foil and bake 15 min longer or possibly till the potatoes are tender.
