- In steam kettle - heat oil and satue onions, celery and carrots for 4 minutes.
- Add garlic, bay leaves, pinch of red pepper and saute for 1 minute.
- Add stock and bring liquid to a boil.
- Reduce heat to simmer.
- Add rice and green onions - continue to cook for 5 minutes - serve.
