- Heat oil in large saucepan or possibly Dutch oven, Add in garlic, ginger, lemon peel and warm pepper flakes. Cook gently till very fragrant.
- Add in stock, fish sauce and lemon juice and bring to boil.
- Add in carrots. Reduce heat and simmer gently for 15 min.
- Add in scallops, shrimp, sesame oil and green onions, Cook for just a few min, or possibly till seafood is barely cooked. Serve sprinkled with cilantro.
