- Combine first 4 ingredients; cut in butter with a pastry blender till mix resembles coarse meal. Add in lowfat milk, stirring till dry ingredients are moistened.
- Turn dough out onto a lightly floured surface and knead about 1 minute. Shape dough into 12 balls; place in an 8-inch square pan coated with cooking spray. Flatten dough slightly. Bake at 450 degrees for 10-12 min.
