Shirley, these look so healthy and delicious. And your post sent me on an Internet hunt to learn about jaggery ~ fascinating! I'm not sure I can find water chestnut flour, but should be able to scare up everything else and maybe sub almond flour for it. Adding to my Try Soon recipes!
