- 1 cup milk
- Filling / Frosting
- 3 cups water, divided
- 2-1/2 cups sugar
- 1-1/2 cups unsweetened Natural cocoa powder, gluten-free (see Note*)
- 2/3 cup cornstarch (gluten-free)
- 6 tbsp unsalted butter, cut into small cubes
- 1/2 tsp pure vanilla extract
- Pinch salt
