- In a steam kettle, heat the oil, saute all onions, celery and carrots for 4 minutes
- Add garlic, bay leaves. a pinch of crushed red pepper and saute for one minute
- Add the stock and bring the liquid to a boil.
- Reduce the heat to a simmer. Reseason if necessary.
- Add the rice and grean onions and continue to cook for approximately 5 minutes.
- Then serve.
