- Heat the oil in a skillet, add in the green pepper and garlic and saute/fry' for about 3 min. Stir in beans, oregano, vinegar, and pimientos. Add in salt and pepper to taste. REduce the heat, cover and simmer for 5 min. Spoon over cooked rice and serve.
