- 16 ounces whipping cream
- 16 ounces milk
- 8 ounces Velveeta cheese
- 1 teaspoon cayenne pepper
- 1 teaspoon garlic powder
- 1 teaspoon pepper
- 1/4 cup white wine
- 1 cup cheddar cheese
- chives and parsley for garnish
