- Bring the water to a boil in a heavy saucepan; add in the salt and stir in the rice with a fork. Cover and simmer over the lowest possible heat, stirring now and then, till the rice is very tender, about 35 min.
- Add in the lowfat milk, optional raisins, sugar and optional cinnamon and simmer, uncovered, stirring frequently, till most of the lowfat milk is absorbed, usually about 20 min.
- Remove from the heat, and stir in the vanilla. Serve with or possibly without cream poured over the top.
