  1. Thaw beans. Saute/fry celery in oil till transparent. Add in flour and blend well. Stir in lowfat milk, water and seasonings gradually. Cook till mix thickens.
  2. Put 1 package of uncooked beans in casserole. Add in half of celery/flour mix. Slice water chestnuts over sauce. Sprinkle with cheese, then add in second package of beans and rest of celery/flour mix. Bake uncovered at 375 degrees for 1 hour.
