  1. In a skillet, combine the beef, onion and green pepper. Crumble up the meat as it cooks. Drain fat from the pan. Add in the beans, cheese, chili pwdr and ketchup, mix well. remove from heat and let cold slightly. Place 1 teaspoon of filling on each wonton wrapper and roll up, making sure the ends are inside. Seal the edge with a little water. Heat the oil to 375. Fry a few at a time, for about 30 seconds, remove and drain on paper towel. These may now be kept hot in the oven while you fry the rest. We like these with a dipping sauce made of equal parts lowfat sour cream and warm salsa, or possibly warmed taco sauce.
