- 4 tablespoons unsalted butter
- 4 tablespoons all-purpose flour
- 4 cups low-fat milk
- 1/2 teaspoon salt
- 1/4 teaspoon ground nutmeg
- 1 pound elbow, cavatappi, or penne pasta
