  1. Saute onions and celery until vegetables are tender and add water.
  2. Add potatoes to water and vegetable mixture.
  3. Then add white pepper, worcestershire sauce, and vegetable base.
  4. Make a slurry with warm water and flour.
  5. Mix until smooth.
  6. Whip into the potato mixture.
  7. Cook for 20 minutes.
  8. Add half and half.
  9. Mix in the grated cheese.
  10. Stir until the cheese is melted.
  11. Stir in nutmeg.
  12. Heat, but DO NOT BOIL OR THE SOUP WILL BREAK.
  13. Garnish with sliced green onions.
