- 1/2 lb medium-size shell shape pasta cooked al dente,
- Â Â cool shocked, and well liquid removed
- 2 x scallions, both whites and greens minced
- 1/2 sm red bell pepper seeded, and
- Â Â minced into fine dice
- 1/3 c. tiny frzn green peas
- Â Â (a generous handful)
- 1/4 c. mayonnaise - (to 1/3)
- 2 Tbsp. minced fresh tarragon
- Â Â (abt 3 to 4 sprigs)
- Â Â Coarse salt to taste
- Â Â Freshly-grnd black pepper to taste
- Â Â Minced fresh parsley for garnish
- Â Â Romaine or possibly leaf lettuce for lining plate
- Â Â under salad
