%20for%20people%20to%20leave%20there%20cars%20double-parked%20(there%20was%20very%20little%20legal%20parking),%20unlocked%20and%20running%20while%20they%20went%20into%20the%20shops%20to%20'pick%20up%20a%20few%20things'.%3C/p%3E%3Cp%3EAndorra's%20small,%20after%20all%20and,%20because%20it's%20not%20part%20of%20the%20EU,%20still%20has%20border%20controls.%3C/p%3E%3Cp%3EIf%20someone%20stole%20your%20car,%20you%20just%20called%20the%20police%20who%20phoned%20both%20borders%20(France%20and%20Spain)%20and%20they%20caught%20the%20culprit%20on%20the%20way%20out.%20%20(They%20had%20to%20leave....what%20would%20be%20the%20point%20of%20stealing%20a%20car%20and%20staying%20in%20Andorra?)%3C/p%3E%3Cp%3EUp%20until%20a%20few%20years%20ago,%20smuggling%20(of%20cigarettes)%20was%20a%20legal%20and%20honorable%20profession%20in%20Andorra,%20right%20up%20there%20with%20doctor%20or%20politician.%3C/p%3E%3Cp%3EAndorra%20didn't%20allow%20lawyers%20in%20the%20country%20until%20the%201940's%20and%20there%20is%20no%20need%20for%20accountants....%20There's%20no%20income%20tax%20so%20businesses%20tend%20not%20to%20bother%20with%20that%20fussy%20double-entry%20accounting%20stuff.%3C/p%3E%3Cp%3EBack%20to%20the%20cigarette:%20%20Andorra's%20main%20crop%20is%20tobacco.%20%20It's%20horrid%20tobacco%20and%20most%20of%20it's%20burned;%20the%20rest%20is%20used%20to%20make%20cheap%20knock-off%20brand%20cigarettes.%3C/p%3E%3Cp%3EThe%20reason%20it's%20grown%20so%20prolifically%20is%20that%20they%20get%20to%20import%20good%20cigarettes%20for%20re-sale%20in%20proportion%20to%20how%20much%20tobacco%20they%20grow%20(or%20so%20I've%20been%20told).%20%20Since%20Andorra%20has%20miniscule%20tax%20on%20goods%20and%20cigarette%20tax%20is%20very,%20very%20high%20everywhere%20else,%20cigarettes%20are%20a%20hot%20item%20in%20Andorra.%3C/p%3E%3Cp%3EMillions%20of%20people%20cross%20the%20borders%20every%20year%20to%20buy%20cigarettes%20(also%20gasoline,%20sugar,%20coffee,%20wine%20and%20spirits,%20furs,%20cosmetics,%20jewelry%20and%20electronics.%3C/p%3E%3Cp%3EBecause%20cigarettes%20are%20small%20and%20light,%20smuggling%20them%20out%20of%20Andorra%20for%20sale%20in%20Spain%20and%20France%20became%20big%20business.%3C/p%3E%3Cp%3EWe%20lived%20on%20a%20former%20smuggling%20run.%3C/p%3E%3Cp%3EThere%20were%20not%20a%20lot%20of%20houses%20on%20our%20mountain%20so%20there%20was%20not%20a%20lot%20of%20traffic%20-%20particularly%20at%20night.%20%20If%20we%20heard%20a%20small%20parade%20of%20jeeps%20going%20up%20the%20mountain%20at%204:00am%20we%20pretty%20much%20could%20figure%20out%20what%20they%20were%20up%20to.%3C/p%3E%3Cp%3EIf%20they%20were%20followed%20by%20screaming%20police%20cars%20and%20a%20few%20shots,%20we%20knew%20for%20certain.%3C/p%3E%3Cp%3ESmuggling%20had%20been%20legal%20in%20Andorra%20but%20both%20France%20and%20Spain%20frowned%20upon%20it%20so%20Andorra%20had%20to%20make%20a%20good%20effort%20of%20enforcing%20the%20new%20law.%20During%20the%20day,%20while%20walking%20the%20the%20high%20mountain%20passes%20with%20our%20Walking%20Group,%20it%20was%20common%20to%20come%20through%20a%20stand%20of%20trees%20in%20the%20middle%20of%20nowhere,%20and%20see%20two%20uniformed%20Mossos%20(Catalonian%20police)%20staring%20at%20us%20with%20machine-guns%20at%20the%20ready.%3C/p%3E%3Cp%3EBefore%20the%20police%20became%20involved%20there%20was%20another%20form%20of%20control.%20%20The%20good%20smuggling%20routes%20over%20the%20mountain%20passes%20were,%20naturally,%20closely%20guarded%20by%20the%20'families'%20that%20used%20them.%20%20Awhile%20back%20there%20was%20a%20body%20found%20in%20one%20of%20the%20mountain%20lakes%20on%20a%20well-used%20smuggling%20pass.%3C/p%3E%3Cp%3EIt%20had%20been%20wrapped%20in%20a%20large%20carpet,%20weighted%20down%20with%20stones%20and%20tied%20tightly%20at%20both%20ends.%3C/p%3E%3Cp%3EIt%20was%20officially%20deemed%20a%20suicide.%3C/p%3E%3Cp%3EPerhaps%20it%20was....%3C/p%3E%3Cp%3EIt's%20always%20foolish%20and%20sometimes%20fatal%20to%20play%20against%20the%20rules....%3C/p%3E%3Cp%3ERepost%20from%206/2006%3C/p%3E%3Cp%3EThere%20are%20no%20rules%20as%20to%20what%20you%20can%20stuff%20into%20a%20vegetable.%20%20This%20one%20is%20particularly%20easy....%20and%20tasty!%3C/p%3E%3Cp%3EIf%20you%20have%20a%20very%20large,%20Beefsteak%20type%20tomato,%20cut%20in%20in%20half,%20through%20the%20stem,%20hollow%20each%20half%20and%20fill.%3C/p%3E%3Cp%3E3%20tbs%20pesto%3C/p%3E%3Cp%3E3%20tbs%20freshly%20grated%20Parmesan%3C/p%3E%3Cp%3ECore%20tomatoes%20-%20cut%20into%20the%20stem%20end%20at%20an%20angle%20to%20take%20out%20the%20stem%20and%20center%20of%20the%20tomatoes.%20Hollow%20out%20sufficiently%20to%20hold%20half%20of%20the%20pesto%20and%20cheese.%20Divide%20the%20pesto%20and%20put%20into%20each%20of%20the%20tomatoes.%20Divide%20the%20Parmesan%20and%20sprinkle%20over%20the%20top.%20Put%20into%20a%20small%20baking%20dish%20and%20bake%20at%20375F%20(185C)%20for%2010%20-%2015%20minutes.%20The%20tomatoes%20should%20be%20cooked%20through%20but%20still%20hold%20their%20shape%20and%20the%20cheese%20should%20be%20starting%20to%20brown.%20Remove%20and%20serve.%3C/p%3E%3Cp%3EI%20love%20tomatoes....%20even%20these%20last%20few%20fall%20stragglers....%3C/p%3E){kind=link}
