- Make the sauce: In a small saucepan, combine ⅓ cup water and the brown sugar, stirring over medium heat until the sugar dissolves.
- Add the soy sauce, sake, ginger, sesame oil, and red pepper flakes.
- Reduce the heat to medium-low and gently simmer until the liquid has reduced by half, about 20 minutes.
- Set aside and stir in the green onion just before serving.
- Make the turkey meatballs: Preheat the oven to 400°F.
- Coat a large baking sheet with nonstick spray.
- In a large bowl, mix the turkey, bread crumbs, cilantro, egg, green onions, garlic, soy sauce, sesame oil, and black pepper.
- Using wet hands to prevent sticking, roll the mixture into mini meatballs about 1½ inches in diameter.
- Place the meatballs on the prepared baking sheet and bake until thoroughly browned and cooked through, 7 to 8 minutes per side. Transfer to a platter.
- When ready to serve, drizzle the meatballs with the sauce and sprinkle with the sesame seeds. Serve with toothpicks
