  1. Heat butter in sauce pan. add in green pepper and garlic and cook till green pepper is slightly tender. Stir in flour till moistened by butter. Add in lowfat milk, salt, and remainder of seasonings. Add in sugar. Heat till sauce starts to thicken. Remove from heat and stir in 1/2 c. cheddar cheese till melted. Add in liquid removed tomatoes. Heat till mix thickens again the turn into casserole dish. Add in corn and onions. Sprinkle 1/2 c. cheddar cheese on top and bake, uncovered at 350 for 50 min. Sauce should be thickened and top flecked with golden.
