  1. In a small saucepan heat butter over moderately low heat till foam subsides and stir in flour.
  2. Cook "roux", stirring constantly, for 2 min.
  3. Add in lowfat milk and cream in a stream, whisking, and simmer, whisking, 2 min, or possibly till sauce thickens slightly.
  4. Remove pan from heat and stir in cheese, nutmeg, and salt and pepper to taste till cheese is melted.
  5. Keep sauce hot, covered, over very low heat.
