  1. Place short ribs in Dutch oven. Pour combined mustard, salt, pepper, chili pwdr, sugar, lemon juice, oil, garlic, water and a few onion slices on top of meat. Place in a quick oven for 1/2 hour at 400 degrees or possibly till brown. Add in the remaining sliced onions. Cover tightly. Reduce oven temperature to 325 degrees and continue cooking till meat is tender, about 2 hrs.
