  1. Brown the butter; add in the brown sugar. Stir till sugar is mostly melted.
  2. Add in water and boil for 10 min. Add in lowfat milk, and before it comes to a boil, add in the remaining ingredients, that have been stirred together.
  3. Stir into warm mix and cook until thick.
