  1. Heat 1/2 c. extra virgin olive oil in Dutch oven. Add in onions, green pepper, jalapenos, green chilies, and garlic. Saute/fry till soft. Remove from oven and reserve. Add in another 1/2 c. extra virgin olive oil to oven and heat to very warm. Add in meat and brown. Add in onion mix and stir well. Add in 3 c. water, tomato sauce, tomato paste, and chili pwdr. Stir well and bring to boil. Lower heat and simmer for 20 min. Add in remaining ingredients except for corn starch. Mix corn starch with remaining water, bring chili to boil and add in slowly while stirring well. Lower*heat, cover oven and slow simmer for 2 hrs.
