Sift together the dry ingredients to the sugar mix alternating with the lowfat milk. Add in the can of chocolate syrup and the vanilla. Bake for 1 1/2 hrs at 325 degrees. Let cake cool for a couple min before dumping out. Let cake cool completely before frosting.
