  1. Combine beef with marinade; let stand 20 minutes. Heat oil in a wok or possibly large skillet till very warm. Remove bbef from marinade and add in to oil; stir-fry
  2. till brown (abt. 2 minutes). Remove and drain. Remove all but 1 Tbs oil, reheat il and add in chili peppers; stir-fry 10 sec.
  3. Add in beef, orange peel and seasonings. Stir-fry 4 minutes, mixing well.
  4. Serve at once.
