  1. Bring water, vegetables, and spices to a boil and reduce heat. Add in butter and both cheese. Stir till melted and soup is very warm. In another bowl, mix evaporated lowfat milk and flour till smooth. Add in to soup gradually, stirring continuously with a wire whisk. Put on medium heat and keep stirring. Can be kept hot in a crock pot.
